Keynote Speech: The prospective changes in the Chinese model of development under the Xi - Li leadership
2013 will see a new political leadership start in about 60 countries of the world. Among them, leadership change of China is grabbing attention from the world. People in the world are all ears and eyes on Xi Jinping who will lead China for the next 10 years as the heir to current General Secretary and President Hu Jintao after this fall’s inauguration in the National People’s Congress. Having already emerged as G2 which gets abreast of the US in economic and military power, China is expected to address domestic and global pending issues under a new vision and strategy with China’s 5th leader of Xi Jinping. At home, China needs to transform its economy from input-driven to high value-added as qualitative growth is much required; and also to address social discontents and conflicts resulting from widening gap between urban and rural areas, and among social classes not with western-style democracy but with its own methodology. Outside, it has a challenging task to induce Asian countries to join hands and strengthen cooperation in face of increasingly explicit military and economic blockage of the US. The purpose of the session is to predict how China’s economic policy will change, how much political change will be sought and what strategic principle will be employed for relations with neighboring countries under the new leadership of Xi Jinping.

Plenary Session: City Innovation, Innovative City

Having gone through global economic crisis, Fukushima Daiichi nuclear disaster and other events, the international community started reflecting on what it has been through. More importance has been increasingly placed on sustainable development pursuing not quantitative growth but happiness with focus on solidarity rather than competition. As an era where governments and markets played a leading role is falling, more attention is given to roles of society. Cooperation beyond boundaries of nations, markets and societies is highlighted while diverse parties including individuals are requested to play creative roles. Calling such a trend as ‘social innovation’, Europe, America and others have expanded related support at the level of EU, and central and local governments. Similar efforts for innovation and change have been also observed in Asia though not in full swing at the regional or national level.
